It is mandated by the professional branches of childcare assistants and employees of individual employers to create and develop a training offer and professionalisation tools for assistants to dependent people, childcarers and household employees. IPERIA has a two main objectives:
- turn family employment into a real and recognised professional sector;
- offer employees real evolution possibilities and a professional career.

Emilia-Romagna Region (RER) is a public authority responsible for the government of its territory. The Directorate-General Knowledge Economy, Business, Employment (managing Authority for ESF and ERDF) has competence for guidance, vocational training, educational system and employment policies. The Directorate-General is in charge for:
- Defining EU operational programs for social and economic development;
- Defining systems for monitoring and evaluating the ESF projects;
- Defining European and national policies for social development, labour market improvement and vocational training programmes.
